Business Case

There is no standardization in the military or National Guard for secure tactical chat communications. Modernized chat communications for Command and Control (C2) and Situational Awareness during current dynamic operations are absolutely necessary during no fail missions. This solution must be complete and secure – Server and Client Application that are developed together for greater security and functionality. The system must have a secure file transfer capability to allow users to transfer all file types across the server. The system should store event data to enable teams to conduct after action debrief and lessons learned. Within the Air Operations Center (AOC) community, the solution would be utilized to communicate with all AOCs, airspace/operations controllers, reporting centers, and all end users supported during mission execution. This dual use system could be utilized as a primary or backup communications system for these same National Guard assets as a stateside emergency response system. This server could be stood up in each state or region, and instantly utilized, mirroring the wartime mission, to provide another layer of communications – primary or backup.

Congress funds the secure tactical chat communication software solution to assist with Command and Control and situational awareness across the Air Operations Center (AOC) community.
