Resolution TitleVeteran to Veteran Unused Post 9/11 GI Bill Transferability
Resolution Description (Short)

Many Veterans do not pursue education or vocational use of their GI Bill benefits. Transferring to fellow Veterans who do could be helpful.

Proposal TypeInitial
Business Case

There are select Veterans who continue their education past the amount allocated through individual education or vocation entitlements. These Veterans frequently have to pay out of pocket, take student loans, or personal loans to cover the remainder of the program or certifications they are pursuing.

There are Veterans as well who use zero of their education or vocational rehab benefits, or have no plan for the entitlements budgeted/allocated to them. With the ebb and flow of our current job market and workforce changes Veterans find themselves pursuing additional education and certification programs after graduating college in order to stay competitive or meet the eligibility criteria for niche positions of opportunity.

Recommendation

It would be nice to see a program similar to the one for Spouse's and children to be transferred credits for the GI Bill from their Sponsor, but for Veterans to donate unused benefits to their Veteran cohorts in some way. This would take a good amount of working groups, process delineations, and specificity to work on, but would help many Veterans obtain certifications and further education necessary after initial benefits are used/exhausted.
