The House Armed Services Committee and Senate Armed Services Committee have completed their fiscal 2022 defense policy bill markup.

The National Defense Authorization Act (NDAA), written by the House Armed Services Committee, places a strong emphasis and investment in future capabilities that will better enable the United States defense enterprise to confront unprecedented challenges facing our nation both at home and abroad. These investments will assist in fortifying the technological advantages of the United States Military.

Some of the legislation we are following is listed below:

S. 829 TRICARE Fairness for National Guard and Reserve Retirees Act
H.R.1997 – TRICARE Fairness for National Guard and Reserve Retirees Act

These bills align eligibility for TRICARE health coverage with the age at which personnel of the Retired Reserve (former National Guard and Reserve members) begins receiving retired pay. Specifically, personnel of the Retired Reserve who are not yet age 60 but are receiving their retirement pay may purchase TRICARE health coverage for retired military personnel rather than the presently allowed TRICARE Retired Reserve.

Under current law, Reserve Component personnel may retire below age 60, but not below 50, based on active duty performance.

H.R.1018 – Reservist Pay Equity Act of 2021

This bill increases the rate of the differential wage payment tax credit from 20% to 50% and requires that the maximum dollar amount of such credit be adjusted for inflation after 2021. The distinction is allowed to employers for their employees who are active-duty members of the uniformed services.

H.R.1431 – Hire A Hero Act of 2021

This bill allows small businesses a work opportunity tax credit for hiring a member of the Ready Reserve or the National Guard. The bill also makes permanent the provisions of the recognition that apply to hiring qualified veterans and members of the Ready Reserve and National Guard.
The bill also provides for payments to U.S. possessions for revenue losses due to the requirements of this bill.
As we move into the last portion of the first session of the 117th Congress, we will remain hopeful that the National Guard remains at the utmost attention of Congress. We know that they will continue to recognize the hard work our servicemembers have put in to ensure the safety of our nation.

This program has continued to grow over the last several years. Breast Cancer Awareness Month

Quality of care for Veterans includes raising awareness around important health topics. By highlighting some of the national health awareness campaigns each month, Veterans can get ideas, information, and resources on a variety of health matters.

October is Breast Cancer Awareness Month, and we’re here to let Veterans know the importance of getting screened and early detection.  For more than 23 years the VA has led the nation in breast cancer screenings and has focused on coordination of care and improving access to screenings.  In 2015, VA screened 86 percent of its women Veteran patients age 50-74, compared with the private sector at 73 percent.

Each year, approximately 200,000 women in the U.S. are diagnosed with breast cancer, making it the second most common cancer in women.  In other words, approximately one in eight females will develop breast cancer at some point in life.

Breast cancer is a disease where abnormal cells in the breast grow uncontrollably and form lumps or tumors. If left untreated, the cancer can spread to other parts of the body. Both men and women can have breast cancer, although male breast cancer is less common.

Early detection and knowing how to lower your chances of getting breast cancer can help you and your loved ones live healthy lives.  That’s why it’s important to get screened and learn about the risk factors.

Risk factors include:

• Getting older
• Being female
• Having a close family member with breast cancer
• Not exercising and having certain gene mutations
• Being overweight or obese
• Previous radiation therapy/exposure to the breasts or chest
