Business Case

Currently, many health insurance companies, including Blue Cross Blue Shield, provide some form of infertility coverage, including intrauterine insemination (IUI), in-vitro fertilization (IVF), surrogacy, and other fertility treatments. Tricare, however, only covers these treatments if the service member's infertility is related to a deployment injury. Expanding coverage would align Tricare with other health insurance providers, potentially improving service member retention and reenlistment by providing comparable benefits to those available in the civilian sector. The expansion could help mitigate depression and stress associated with infertility, which can negatively affect family life and service member readiness.

Recommendation

The Enlisted Association of the National Guard of the United States recommends to the Congress of the United States legislation in support of expanding TRICARE coverage to include family planning and infertility treatments.
