Business Case

The U.S. Army mandates that soldiers train on small arms qualification tables using simulation before moving to live-fire training and qualification. This directive is aimed at increasing the percentage of first-pass live-fire qualifications while reducing time and costs. The current Program of Record, the Engagement Skills Trainer (EST), is no longer being sustained, and funding has shifted to develop the Squad Virtual Trainer (SVT), which will not be available until 2028. The EST system does not meet the Army National Guard's needs for small arms training, and no sustainment funds are available. The National Guard requires a validated small arms training simulator that ensures high readiness and training effectiveness, with proven results in increasing soldier lethality and training efficiency. A mobile, transportable, and deployable system is essential to meet the unique operational challenges of the National Guard.

Recommendation

The Enlisted Association of the National Guard of the United States recommends to the Congress of the United States legislation in support of funding the National Guard to acquire a new, modern, and advanced small arms training simulator.
