Business Case

In the mid-1990s, the National Guard Bureau (NGB) invested $75 million to establish 355 Controlled Humidity Preservation (CHP) sites. This program was initially successful, resulting in an estimated $1.8 billion in savings over ten years. However, funding was discontinued around 2017, and individual states lack the resources to maintain their CHP sites. Restarting and modernizing these sites would not only preserve equipment but also reduce long-term costs associated with equipment maintenance. The reintroduction of CHP sites is essential for the sustainability of the Army National Guard's equipment and readiness.

Recommendation

The Enlisted Association of the National Guard of the United States recommends to the Congress of the United States legislation in support of restarting and modernizing the Army National Guard Controlled Humidity Preservation (CHP) program.
