Business Case | The 117th Congress of the United States has a unique ability to evaluate, update, and influence the National Guard’s ability to effectively manage organization, personnel, training, service, supply, procurement, and perform homeland defense activities. For years, Congress has limited the AGR program requirements to effectively 50-75% of what is truly needed to perform these functions. Most organizations require 100% authorization to operate effectively, yet these limits remain in place, leading to significant workload increases, particularly at middle and lower management levels. These constraints do not lessen the tasking, requirements, mobilization, or training imposed upon the National Guard. As the National Guard has transitioned from a ready reserve service to an operational force, it has become increasingly challenging to meet these demands without full staffing. |
Recommendation | The Enlisted Association of the National Guard of the United States recommends to the Congress of the United States legislation in support of increasing AGR End Strength to achieve 100% of requirements. |
