Business Case

According to the VA, enrolled veterans and new enrollees who served in a theater of combat operations after November 11, 1998, and those who were discharged from active duty on or after January 28, 2003, are eligible for enhanced benefits for five years after discharge or the end of orders.
They are limited to a 5-year window to enroll to receive free VA health care. No other service era has time limits on their eligibility (WWII, Korea, Vietnam, Desert Storm). Guardsmen and Reservists are the big losers with this policy. They may not even know they are eligible for VA health care until after that 5-year window closes.

Recommendation

The Enlisted Association of the National Guard Association of the United States to pass and appropriate funds similar to the Army Fee Assistance program for the National Guard while preforming military duty.
