Resolution Title | Reserve Component (RC) Healthcare Benefits |
Resolution Description (Short) | Calls to implement TRS or other RC healthcare benefits for federal employees and other exempt personnel prior to January 1, 2030. |
State/Territory Chapter Submitting (Primary Sponsor) | South Dakota |
Business Case | Since the creation of Tricare Reserve Select (TRS) and TRICARE Retired Reserve (TRR), Congress has considered various proposals to remove the statutory prohibitions for personnel eligible for other federal healthcare coverage. Section 701 of the FY2020 NDAA (P.L. 116-92) removes the statutory prohibition for TRS eligibility and is to take effect on January 1, 2030. https://fas.org/sgp/crs/misc/R45968.pdf; however, this timeline negatively impacts Soldiers and Airmen. This resolution aims to eliminate these restrictions prior to January 1, 2030. |
Recommendation | The Enlisted Association of the National Guard of the United States urges Congress to consider moving the start date in Section 701 of the FY2020 NDAA (P.L. 116-92) that removed the statutory prohibition for TRS eligibility to take effect prior to January 1, 2030. |
